I think you already know that the Nick service in Canada is categorized for "Children's Programming". This is in their broadcast license. Unfortunately, Nickelodeon Canada will not be able to air the "Nick@Nite" program block at this time.
I would assume (Corus) would have to amend their broadcast license in order to do so. Also, a lot of those shows on N&N can be found on alternate channels in Canada, though spread all over the dial and not easily to locate on one channel, but several channels. Dejaview? TV Land?
Lastly, a lot of those shows on the US "Nick@Nite" are purchased from Viacom/MTV Networks, which Corus (parent of Nick Canada) does not have the broadcast rights to.
It's really confusing because some current Nickelodeon (US) programming trickles down to YTV as well. Elsewhere some Disney Channel(US) programming winds up on Family Channel (Canada). We also do not have an HD equivalent to these services in Canada at this time. Parents won't be able to rejoice of having their young daughters belting out to Hannah Montana in full HD just yet.
